   Uniformly sample a point on the unit circle (radius 1) in the xy-plane.
   
   Returns a ``vec2`` of unit length. In a kernel, advances ``state`` in
   place; called from the Python scope, it does not modify ``state``, so repeated
   calls with the same ``state`` return the same point (see :func:`rand_init`).
