Geometry containers

Cell polygons in flat GeoArrow-style buffers, and the spatial index that assign_points and overlap_pairs query.

Polygons(part_offsets, ring_offsets, points_xy)	A batch of polygons in GeoArrow offsets form.
SpatialIndex(origin_x, origin_y, ...)	Uniform-grid spatial index over polygon AABBs.
