IS-13 annotation applied at create, or carried on nmos_annotation_callback for properties that this merge changed.

A null label or description omits that property at create. On the callback, those members are meaningful only when the matching changed flag is true; then null is a reset and a non-null empty string is an annotated empty value, not a reset.
