core/builder/ contains only Python. core/runtime/ contains only C++ headers and sources. No production source lives under the retired python/, src/, include/, or tests/ roots.

Applications may depend on the public Model Connect APIs. Core and family code must never include or import server code; the serving integration is strictly apps/server -> core/runtime public API -> selected family.
