Lock the NVLink remap table to prevent MSE from making further updates.

This API requests to lock the remap table to prevent MSE (Multi-Socket Engine) from making any further updates to the remap table for the given links.

Parameters:

device (intptr_t) – The identifier of the target device.
remap_table_lock_info (intptr_t) – Reference to nvmlNvlinkLockRemapTable_v1_t struct.
